If you apply a sequence of shifts: 3, 6, 9, 3, 6, 9, and repeat this will unveil the answer you seek, which is none other than our prime suspect, Victor Sterling.

Shift Cipher Explanation: Each letter in the codex needs to be shifted according to the pattern. For example, starting with 'S', shifting it by 3 gives you 'V'. Continue this for each subsequent letter with the next number in the pattern (6, then 9, and so on). Using the Codex Wheel:
The codex wheel can help visualize these shifts. Move the wheel 3 clicks, then 6 clicks, then 9 clicks, etc., to find the corresponding letter.
For example:
S with a shift of 3 becomes V.
C with a shift of 6 becomes I.
T with a shift of 9 becomes C.
